El Paso operates in a fundamentally different electricity market than the rest of Texas. El Paso Electric (EPE) serves approximately 460,000 customers across the El Paso metro, southern New Mexico, and parts of the Juarez, Mexico border region. Critically, EPE operates on the Western Electricity Coordinating Council (WECC) grid — not ERCOT — which means El Paso is interconnected with the Western United States grid rather than the isolated Texas grid. This distinction has significant consequences: El Paso is NOT part of Texas's deregulated retail electricity market.

As a regulated investor-owned utility, El Paso Electric's rates are set by the Public Utility Commission of Texas for Texas customers and the New Mexico Public Regulation Commission for New Mexico customers.
