Lubbock has one of the most unusual electricity market structures in Texas. The city has two distinct service territories. Lubbock Power & Light (LP&L), the municipal utility, serves the core of the city and remains a regulated, non-deregulated provider — LP&L customers cannot choose a competing REP. However, a significant portion of Lubbock is also served by AEP Texas (formerly Southwestern Public Service), and in 2021, Lubbock Power & Light completed a landmark transition to connect its transmission system to ERCOT — making it the first Texas city to partially join the ERCOT grid from the SPP (Southwest Power Pool) interconnection.

As a result of the 2021 ERCOT integration, some Lubbock addresses that previously had no retail choice now have access to competitive REPs. The transition was years in the making, driven by the desire for lower wholesale power costs and grid modernization. AEP Texas-served addresses in Lubbock County have been deregulated for longer and have access to the full range of ERCOT REPs.
